The welded shear plate connection is the most common connection in renovation jobs where existing steel is shored, cut, and reconnected to new steel, which could be a beam or column. For beam to girder, shear plate is usually extended to clear the existing beam when erecting the new girder, and shear plate can be full depth or simple. The welded shear plate connection avoids having to field drill existing steel, which is time consuming and therefore, an expensive option.
The attached picture was done in Risa Connection which has this connection for at least 9 years that I owned the software.
