Option to edit joint description for weld groups and bolt groups that use EMPTY joint

Currently (v13.9) weld groups and bolt group do not have the option to enter/edit a joint description as they are created directly using a tool. So there is the need to define them for this connections.

    Added the option to add description in weld groups and bolts groups in v24.00.00.140
