When using the mouse wheel to zoom in or out, the screen should zoom in where the cursor is. RAM is the only software I have ever used that zooms in and out to a random, arbitrary, undefined point and it is very difficult to zoom in close to objects. Very frustrating and an easy fix, not sure why RAM is like this.
So, this isn't a fix, but I did find that for some reason holding Shift or Ctrl while scrolling in RAM modeler behaves better! It roughly zooms to the center of the screen, rather than some random location that seems to shift constantly.
It seems that it always zooms into the center of the current view, rather than the cursor position. So, if you zoom in a bit and then center your screen around the point of interest, it will zoom to that position. However, when you zoom all the way out, it pans the view to the default view, shifting the center away from the point of interest. So, in addition to zooming in and out of from the center of the mouse cursor, it should also allow you to pan outside the extents of the model. Double clicking the middle mouse button can reset the view, like in CAD.
Let us investigate what's possible with the current graphics. Are you mostly concerned with the plan behavior in Modeler and Ram Steel Beam, or in the 3D view environment?
